You can offer several difficulty levels depending on the tool used :

12 months to 24 months: little fingers are sufficiently efficient to grasp and feel the textures of chosen elements. This allows the child to coordinate hand and eye.

2 to 4 years: a mini shovel or spoon will increase the difficulty since you have to learn to find your way in space with an object. Ideal for learning precision and mastery of gestures.
